About Build Canada Homes

Build Canada Homes was established by the Government of Canada in September 2025 to scale up the delivery of affordable housing across the country. Its mandate is to increase housing supply by bringing together public land, flexible financing, and development expertise to deliver more affordable, non-market, and market housing where it is needed most.

As a federal Crown corporation, BCH was created to respond to the scale and urgency of Canada’s housing challenge. It builds on existing federal capacity while introducing a more coordinated, delivery-focused approach—working in partnership across the housing system to move projects forward and deliver results for Canadians

Senior management

Jeff Coles leads the investment activities for Build Canada Homes, supporting the organization’s mandate through the evaluation, structuring and execution of strategic real estate and housing investments. Jeff plays a key role in identifying opportunities, advancing partnerships and helping drive investment decisions that support Canada’s housing goals.Throughout his 20 years of real estate investment, finance and capital market experience, Jeff has held senior leadership roles in investment management and transaction execution. Prior to joining Build Canada Homes, he served as Senior Vice President, Investments and Finance at Northwest Healthcare Properties REIT. With prior experience in equity research covering real estate and specialized finance at Scotiabank Global Banking and Markets. Jeff began his career at Manulife Financial, originating and underwriting commercial mortgages.  

Valesa Faria leads partnerships and engagement activities for Build Canada Homes, managing the portfolio of proposals and advancing strategic relationships with Indigenous, public, non-profit and private-sector partners. Valesa identifies strategic housing opportunities that accelerate delivery, increase supply and improve affordability. She also leads initiatives focused on construction innovation, productivity and industry capacity to support the delivery of housing at scale. With more than 22 years of experience in housing and real estate, she has developed extensive expertise in policy, affordable housing delivery, development approvals, public-sector transformation, commercial real estate and asset management. Prior to joining Build Canada Homes, Valesa served as the inaugural Executive Director of Development Review for the City of Toronto, where she led the transformation of Canada's largest municipal development review system. Previously, as Director of Toronto's Housing Secretariat, she led policies and initiatives that expanded housing opportunities, preserved affordable rentals and advanced the city's housing strategy.Valesa has also held leadership roles with Toronto Community Housing Corporation and early in her career, worked at Oxford Properties, building experience across both the public and private sectors. She serves as Co-Chair of the Urban Land Institute (ULI) Toronto Technical Advisory Panel and sits on the ULI Toronto Management Committee, advancing industry collaboration and thought leadership in real estate and city-building.

Deana Grinnell leads real estate teams across Canada in transforming former Government of Canada properties into vibrant, sustainable communities that create lasting social, economic, and environmental value for Canadians. At Build Canada Homes, she advances key priorities in housing and affordable housing, strategic partnerships, reconciliation, climate resilience, and the innovation needed to help achieve Canada’s housing objectives. Throughout her career, Deana has leveraged extensive experience in both the private and public sectors, combining award-winning real estate development expertise with senior leadership in planning and public policy. She is actively involved in industry associations and is a passionate advocate for mentorship, regularly supporting and developing the next generation of urban planning and real estate professionals.

Jean Lamirande leads strategy development, performance measurement, communications and public affairs for Build Canada Homes. Jean oversees the development of the Corporate Plan, defines impact outcomes and performance measurement for the Crown to help advance the organization’s strategic priorities and public engagement efforts.Throughout his career, Jean has built extensive expertise in public policy, housing and government relations spanning over 15 years in the Federal Public Service. Prior to joining Build Canada Homes, he served as Assistant Deputy Minister for Housing and Homelessness at Housing, Infrastructure and Communities Canada. Jean has also held executive roles at Finance Canada developing and advising on economic and social policy priorities, including the annual federal budget process. 

Matthew Tapscott oversees financial reporting, planning, treasury, risk management and information technology functions for Build Canada Homes. Matthew plays a key role in ensuring sound financial stewardship, supporting strategic decision-making and advancing the organization’s operational and growth objectives. Matthew has contributed to the financial oversight and strategic direction of large and complex real estate portfolios and development initiatives. Throughout his career, Matthew has built extensive expertise in the real estate sector, helping organizations navigate complex financial, operational and growth-related challenges.Prior to joining Build Canada Homes, Matthew worked in the audit and assurance practice of a Big 4 firm, providing advisory and assurance services to a broad range of clients.

As a Crown corporation, Build Canada Homes will report its results and strategic direction to the Government of Canada, and publicly discloses its travel and hospitality expenses. Equally, in reaching the goals of its mandate, the Company respects Government of Canada policies governing its business and adheres to its own policies and guidelines.
