About Build Canada Homes
Build Canada Homes was established by the Government of Canada in September 2025 to scale up the delivery of affordable housing across the country. Its mandate is to increase housing supply by bringing together public land, flexible financing, and development expertise to deliver more affordable, non-market, and market housing where it is needed most.
As a federal Crown corporation, BCH was created to respond to the scale and urgency of Canada’s housing challenge. It builds on existing federal capacity while introducing a more coordinated, delivery-focused approach—working in partnership across the housing system to move projects forward and deliver results for Canadians

Chief Executive Officer
Ana Bailão is a recognized leader in housing policy, development and delivery, with extensive experience bringing together governments, the private sector and community partners to advance housing solutions at scale. As Chief Executive Officer of Build Canada Homes, Ana leads the organization’s mandate to accelerate the delivery of affordable housing across Canada by leveraging public lands, mobilizing investment, strengthening partnerships across sectors, and advancing innovative approaches to homebuilding. Prior to her appointment as CEO of Build Canada Homes by Prime Minister Mark Carney, Ana served as Head of Affordable Housing and Public Affairs at Dream Unlimited Corp., where she led the company’s affordable housing strategy, advanced housing developments that integrated affordability and sustainability, and built partnerships with governments, industry and community stakeholders. From 2010 to 2022, Ana served on Toronto City Council, including five years as Deputy Mayor. As Chair of the Planning and Housing Committee and a member of the Toronto Community Housing Board, she played a leading role in advancing major housing initiatives, modernizing planning and zoning policies, and expanding the supply of affordable housing. Her leadership included the creation and implementation of initiatives such as Housing Now and the establishment of CreateTO to better leverage public land and assets to deliver city-building priorities. Before entering public office, Ana held senior roles in the financial and technology sectors. Throughout her career, she has also served on numerous boards and advisory bodies focused on housing, municipal governance, arts and community development.Ana brings more than two decades of public, private and community leadership experience to Build Canada Homes, with a demonstrated record of turning ambitious housing policy into practical solutions that increase housing supply and improve affordability for Canadians.

As Chief Executive Officer of Build Canada Homes, Ana leads the organization’s mandate to accelerate the delivery of affordable housing across Canada by leveraging public lands, mobilizing investment, strengthening partnerships across sectors, and advancing innovative approaches to homebuilding.

Jeff Coles leads the investment activities for Build Canada Homes, supporting the organization’s mandate through the evaluation, structuring and execution of strategic real estate and housing investments. Jeff plays a key role in identifying opportunities, advancing partnerships and helping drive investment decisions that support Canada’s housing goals.Throughout his 20 years of real estate investment, finance and capital market experience, Jeff has held senior leadership roles in investment management and transaction execution. Prior to joining Build Canada Homes, he served as Senior Vice President, Investments and Finance at Northwest Healthcare Properties REIT. With prior experience in equity research covering real estate and specialized finance at Scotiabank Global Banking and Markets. Jeff began his career at Manulife Financial, originating and underwriting commercial mortgages.

Throughout his 20 years of real estate investment, finance and capital market experience, Jeff has held senior leadership roles in investment management and transaction execution. Valesa Faria leads partnerships and engagement activities for Build Canada Homes, managing the portfolio of proposals and advancing strategic relationships with Indigenous, public, non-profit and private-sector partners. Valesa identifies strategic housing opportunities that accelerate delivery, increase supply and improve affordability. She also leads initiatives focused on construction innovation, productivity and industry capacity to support the delivery of housing at scale. With more than 22 years of experience in housing and real estate, she has developed extensive expertise in policy, affordable housing delivery, development approvals, public-sector transformation, commercial real estate and asset management. Prior to joining Build Canada Homes, Valesa served as the inaugural Executive Director of Development Review for the City of Toronto, where she led the transformation of Canada's largest municipal development review system. Previously, as Director of Toronto's Housing Secretariat, she led policies and initiatives that expanded housing opportunities, preserved affordable rentals and advanced the city's housing strategy.Valesa has also held leadership roles with Toronto Community Housing Corporation and early in her career, worked at Oxford Properties, building experience across both the public and private sectors. Matthew Tapscott oversees financial reporting, planning, treasury, risk management and information technology functions for Build Canada Homes. Matthew plays a key role in ensuring sound financial stewardship, supporting strategic decision-making and advancing the organization’s operational and growth objectives. Matthew has contributed to the financial oversight and strategic direction of large and complex real estate portfolios and development initiatives. Throughout his career, Matthew has built extensive expertise in the real estate sector, helping organizations navigate complex financial, operational and growth-related challenges.Prior to joining Build Canada Homes, Matthew worked in the audit and assurance practice of a Big 4 firm, providing advisory and assurance services to a broad range of clients.

Matthew Tapscott oversees financial reporting, planning, treasury, risk management and information technology functions for Build Canada Homes. Matthew plays a key role in ensuring sound financial stewardship, supporting strategic decision-making and advancing the organization’s operational and growth objectives.
Matthew has contributed to the financial oversight and strategic direction of large and complex real estate portfolios and development initiatives. Throughout his career, Matthew has built extensive expertise in the real estate sector, helping organizations navigate complex financial, operational and growth-related challenges.
Prior to joining Build Canada Homes, Matthew worked in the audit and assurance practice of a Big 4 firm, providing advisory and assurance services to a broad range of clients.

Evan Siddall is the former President and Chief Executive Officer of the Canada Mortgage and Housing Corporation (CMHC) and the Alberta Investment Management Corporation (AIMCo), and most recently served as Vice-Chair at BMO Capital Markets (from which he is currently on unpaid leave). He brings over three decades of leadership experience in housing policy, institutional investment management and financial services.As President and CEO of CMHC from 2013 to 2021, Mr. Siddall led the transformation of the organization into a purpose-driven enterprise focused on housing outcomes for Canadians. He helped design and develop Canada’s first National Housing Strategy, a $67-billion initiative, along with more than 30 new housing programs and a landmark federal-provincial-territorial multilateral housing accord. He subsequently served as CEO of AIMCo from 2021 to 2024, leading a client-focused transformation of the $170-billion multi-asset class investment manager, including modernized risk management and a major digital transformation.Earlier in his career, Mr. Siddall served as Special Adviser to the Governor and Senior Representative in Toronto at the Bank of Canada, where he led initiatives to promote financial stability, including the establishment of Canada’s bank recapitalization (“bail-in”) regime. He has also held senior roles at Goldman Sachs, Lazard, BMO Nesbitt Burns, and Irving Oil, and served as Executive Secretary to the Canada–British Columbia Expert Panel on the Future of Housing Supply and Affordability. In addition, he is a former Nonresident Senior Fellow of The Brookings Institution.Mr. Siddall has served on the boards of the University of Guelph, the Davis Phinney Foundation, and McGill University’s Max Bell School of Public Policy, where he was also a Professional Assistant Professor. He co-founded the Growling Beaver, Canada’s leading Parkinson’s fundraising event, and Side Launch Brewing Company. He holds an LL.B. from Osgoode Hall Law School and a B.A. (Hons.) in Management Economics from the University of Guelph and has completed executive education at Harvard Business School. He was awarded the King Charles III Coronation Medal in 2024 to recognize his fundraising for Parkinson Canada and the Catalyst Award in 2021 for his advocacy on workplace diversity and inclusion.Mr. Siddall’s experience leading CMHC and one of the country’s largest institutional investors positions him well to help guide Build Canada Homes as it works to accelerate the delivery of affordable housing at scale for Canadians.
