Sources of Federal Government and Employee Information

Info Source: Sources of Federal Government and Employee Information provides information about the functions, programs, activities and related information holdings of government institutions subject to the Access to Information Act and the Privacy Act. It provides individuals and employees of the government (current and former) with relevant information to access personal information about themselves held by government institutions subject to the Privacy Act and to exercise their rights under the Privacy Act.

 

The Introduction and an index of institutions subject to the Access to Information Act and the Privacy Act are availably centrally.

 

The Access to Information Act and the Privacy Act assign overall responsibility to the President of Treasury Board (as the designated Minister for the government-wide administration of the legislation).

 

Background

 

Build Canada Homes (“BCH”) is a federal commercial Crown corporation. BCH’s sole shareholder is the Government of Canada, and it reports to the Parliament of Canada through the Minister of Housing and Infrastructure.  BCH’s principal goal in its policy mandate is to build and finance affordable housing, grow the proportion of housing that is non-market, support builders with financing, and create demand for modern methods of construction all to increase housing construction, restore affordability and reduce homelessness in Canada. BCH will also support the homebuilding industry by enabling collaboration between providers, Provinces and municipalities, supporting capacity building efforts and leveraging public land wherever possible.

 This was confirmed by the Parliament of Canada through the passing of the Build Canada Homes Act.  . 

 

The Government of Canada’s Budget 2025 proposed an initial capitalization of $13 billion over five years of BCH activities, including $1.515 billion to support BCH’s housing construction on six sites, $1.5 billion for the Canada Rental Protection Fund, and $1 billion for Supportive and Transitional Housing for people experiencing or at imminent risk of homelessness. It pays any profits not required for its operations as annual dividends to the federal government.

 

RESPONSIBILITIES 

 

The Build Canada Homes Act sets out BCH’s purpose as follows:

The purpose of the Corporation is to promote, support and develop the supply of affordable housing in Canada and to promote innovative and efficient building techniques in the housing construction sector in Canada.To carry out its purpose, BCH has the authority to carry out the following activities:

 

  • provide advice to federal ministers, departments, commissions, boards and agencies and to Crown corporations;
  • provide financial assistance to any person or entity;
  • invest in persons or entities carrying on activities in respect of the supply of affordable housing in Canada;
  • invest in ventures or enterprises, including through the acquisition and development of property, that are likely to benefit the supply of affordable housing or the adoption of innovative and efficient building techniques in Canada;
  • develop land and construct housing in Canada;
  • acquire, hold, manage, exchange, sell or otherwise dispose of or lease any property;
  • take any security or security interest in any property;
  • enter into arrangements or agreements with any person or entity for the provision of services or programs to deliver financial assistance or make investments on their behalf under the arrangement or agreement;
  • charge fees for services provided by the Corporation; 
  • collect and disseminate data, in collaboration with any level of government in Canada, in order to monitor and assess the housing sector in Canada; and
  • with the Minister of Finance’s approval, provide a loan guarantee.

 

 

 

In accordance with the Treasury Board’s Directive on the Management of Real Property, real estate custodians holding real estate assets must notify BCH of the intent to dispose of real property which enables the Minister of Housing and Infrastructure to assess its housing suitability. BCH, or Canada Lands Company CLC Limited on behalf of BCH, is granted priority to acquire surplus federal real estate at net book value for the purpose of housing development.

 

BCH works regularly with federal, provincial and municipal stakeholders to achieving its objectives. BCH ensures broad market exposure and competitive bidding for any of its real estate assets.  It also maintains a commitment to environmental sustainability in its projects and respects heritage considerations. It recognizes that best value for the Government includes a commitment to optimize both community value and financial value, which contributes to an enhancement of the quality of life in the communities in which BCH operates across Canada.

 

INSTITUTIONAL FUNCTIONS, PROGRAMS AND ACTIVITIES 

 

BCH operates in two related business sectors to support the housing industry, to the benefit of all Canadians.

 

Finance and Investments

 

BCH plays an important role in deploying public capital and attracting investment from private, philanthropic, and other orders of government to back impactful mixed income and affordable housing projects proposed by public, non-profit, Indigenous and private proponents. It accomplishes this by allocating the funds granted to it through a combination of funding contributions, repayable and forgivable loans, equity investments, patient capital funding and loan guarantees. 

 

BCH also seeks to inject funds in the housing sectors adoption of modern methods of construction to scale up the use of such methods to reduce costs and increase the speed of delivery of housing, Such modern methods include factory-built housing, standard designs, mass timber, building information modelling, low-carbon materials, kit-of-parts approaches, and rapid assembly.

 

BCH supports investment in projects and portfolios that deliver new housing units through: 

  • new construction;
  • acquisition, conversion and re-purposing of non-residential buildings into residential housing;
  • conversions, rehabilitations, additions to existing buildings, and in-fill opportunities; and
  • increasing and/or deepening affordability targets for projects already underway.

 

 

Real Estate Development and Construction

Real estate development and construction are  important facets of the work BCH undertakes to improve surplus federal real estate and deliver housing to the communities where such real estate is located. Following the purchase of a development property at net book value, BCH may elect to develop, hold or sell a property. 

 

BCH may also choose to design and build its own residential project to increase the mix of affordable and market units in a particular area. BCH has taken steps to move forward with six design-build projects across Canada located at Edmonton, Alberta; Winnipeg, Manitoba; Toronto; Ontario; Longueuil, Quebec, and Dartmouth, Nova Scotia.

Internal services constitute groups of related activities and resources that are administered to support the needs of programs and other corporate obligations of an organization. These groups are management and oversight services, communications services, legal services, human resources management services, financial management services, information management services, information technology services, real property services, materiel services, acquisition services, and travel and other administrative services. Internal services include only those activities and resources that apply across an organization and not to those provided specifically to a program.

This information is stored as part of the general subject files, where records are not normally retrieved by name of individual or other identifier.

 

This form of personal information is normally retrievable only if specifics are provided concerning the subject matter, related program activity, as well as the date the information was received by BCH and the name of the person to whom it was addressed. The retention periods for these types of personal information are controlled by the records disposal schedules of the general subject files in which they are stored.
